A little about ACP policy and Promotion PBOR

As recommended by 6th Pay commission three Assured Career Progression (ACP) to PBOR at 8, 16 and 24 years of service as against three Modified Assured Career Progression Scheme (MACPs) for the Central Government Civilian Employees at 10, 20 and 30 years of regular service. At the time of each financial upgradation under ACP, the PBOR would get an additional increment and next higher Grade Pay in hierarchy. The ACP provided only financial benefits only.

The ranks system in Indian Army, Indian Air force and Indian Navy are similar and 6 th pay commission had also recommended similar pay patterns for three services. The ACP for the three services will also be similar.

Propose ACP for Army, Navy, Air Force

ACP policy will be in line with the pay commission recommendation. First upgradation will be at 8 years of service and second upgradation will be at 16 years of service and third upgradation will be at 16 years of services. But if some one get promoted with in 5 years and not got the second promotion then he will get second upgradation after 8 years of service in that ranks. Same way if some one gets promoted second promotion within 10 years than he will get third upgradation after 8 years. Suppose in army Hav rank some one get within 10 years of service and not promoted next rank than he will be upgradged next financial upgradation after completion of 8 years Hav service. This policy ACP is proposed and if approved by government then implemented by the three services. So we can say that some thing good will come soon for the soldiers.

  3. Govt. under 6th CPC already approved ACP for Defence and civil both. Time limit has been clearly stated for defence i.e. 8,16 and 24 years.Suppose in Air Force Sergeant did not get next promotion within 8 years he under ACP be upgradged next financial upgradation after completion of 8 years of Sergeant service. Why there is requirement of second time approval of Govt. in defence? ACP must be implemented without delay as per 6th CPC notification.

    ACP include promotion with rank or without rank, what ever it is where is delay. information should be available to needy and effected peronnnel as this is personal matter effected personnel has all the the right to know the available prospects for them so that they can decide about their future. Defence minister has declared in parliament that ACP @8/16/24 yrs of service is implemented than where else it is held up.Do not delay deliberately.

  22. Shamful for the Commanding Officers of Defence who could not get implemented the ACP in the Army, Airforce and Navy. I think if it would related to officers category would have been resolved within a month. Now 5 years have passed from the effectiveness of pay commission and all the soldiers have been loosing lot of amount on account of interest of their dues.

  36. I am from Army Medical Corps and retired from Army on 01 Aug 11. Govt of India, Min of Def has given sanction for MACP and the same will be effected from 01 Sep 2008, but PAO (OR) not given the same, they want orders from their channel. I don't not know, why such type of delay PBOR payment and welfare activities. If any doubt in any official correspondence, it will be cleared than and there. We will get our entitled pension at-least after 7-12 months. This type of matters should be seen by our senor offrs for justice their subordinates.

  37. All the recomendation of VIth pay commission was implemented from the Ist January 2006. Why it is trying to implement ACP from 2008. It is very cruel step from the side of government and the party who assured one rank one pension. It must rethink the government it must be implemnted in such a way that it must get benefited to the ex-servicemen who rendered the service for our country. And who are in expectation to one rank one pension promise.

    1. Sir, You will definitely get the benefits of ACP. As per my knowledge the benefits of MACP for all defense personnel who are eligible given in the Oct 2011 with arrears with effect from Sep 2008. Since you retired after completion of 26 years of service in dec 2008. The benefits to the pensioner are due and new ppo is under process. I confirm from various record office it is said that the delay at PCDA as the pensioner are paid after auditing only. However New PPO will be expected in the month of JUN 2012. So do not worry it will be coming to you very soon.

  61. As recommended by 6th Pay commission three Assured Career Progression (ACP) to PBOR at 8, 16 and 24 years of service. Indian Air Force earlier used to give promotion to 1st Group Sgt on 10 years 06 month, 12 years 6 months, 13 years 6 months & 14 years etc. Due to this promotion time bar, I got promotion in 13 years 6 months although my exam was cleared 2-3 years back. I remain as a Sgt for 7 years and 6 months. Only for 6 months of less service I loss my ACPs.

  66. I Ser no 626530 N SGT V.S.Helwande retired from AF on 30 April 2010 ,after completed 29 yrs 20 days service. I have completed 17 yrs as a SGT rank.Before retirement now it has came in notice that , MACP will be affected to those person who retire after 01 Oct 2008 and MACP policy approved on June 2011.Serving persons who are effected have been paid benefits in Oct 2011.But the person already retired and eligible for the benefits of MACP have not been paid yet.Why such injustice to the Ex-Serviceman ?It is delayed but overdelayed .When I will get my MACP arrears and new PPO will be released .kindly look into this matter seriously .please intimate on my Email-ID vijayhelwande@yahoo.in

    1. You will be getting your MACP benefits in the month of Feb. This information I got from AFRO but I am also not sure because what they say does not do. Let us hope for the best. Check your email also I I have provided details info for you only.

    I am an Ex Segeant and was discharged fron IAF after comppletio
    n of 23 years of service from IAF after holding the same rank upto 10 and half years IN nOV 2008 but I have not got benefit of MACP so for, where as my serving inmates have already been paid the benfits of MACP.This much delay by JCDA SUBROTO PARK is not under stood for finalisation of MACP and issue of new PPO.
    The retired personnel face more financial crisis than the serving one.Delay in case of retired personnel is not justified .Thanks

    I am an ex sergeant 715343-T BALRAM Rrdo/Tech and was discharged from IAF after completion of 23 years of service on 30 Nov 2008 after holding the same rank upto more than 10 years.After implementation of MACP and its guidelines I am eligible for the pension of next higer grade but I have not yet received my revised PPO with classification pay .The delay is not understood, and no body is attending my phone calls at NEAS and AFRO pension cell.Kindly do the needful at the earliest.

    1. Balram Sir, You are eligible for MACP as the MACP is applicable with effect from Sep 2008. As per my knowledge AFCAO is implementing the policy in face manner. You will get new PPO very soon. However, It is very said that the serving personnel have been given benefits of MACP with salary of Oct 2011 but the veteran are still waiting and government is not doing any thing. It required RTI to know who has delayed and why the interest on arrears not to be paid to the effected people.

    1. As per MACP policy you will get third acp that is grade pay of 4200/ as you have completed 26 year of service and requirement of MACP is 24 year total service or 8 years in one rank service. Since you completed 26 years than there is no Locha for you. You will get MACP.

    1. You must approach the appropriate authority at Air Force record office with policy letter of MACP dated Jun 2011. This policy letter applicable for Army, Navy and Air Force. As per my knowledge, Indian Army is giving benefits of MACP to the Hav who have completed 24 years of service. The Hav In army who discharged after completing 24 year of service given benefits of N. Sub with grade pay of 4200/- . So if you have completed 26 years of service as per the policy letter your are eligible for next grade pay that is 4200/ . So do not way just approach the concern authority for appropriate action.

  81. 6 CPC APPROVED MACP IN DEFENCE WEF 01/01/2006. GAZETTE NOTIFICATION ALSO PUBLISHED BUT WHY ITS DATE OF IMPLEMENTATION POST PONED TO 01/10/2008, DENYING BENIFIT TO THOSE WHO RETIRED BETWEEN 01/01/2006 AND 01/10/2008 WITHOUT THEIR FAULT.CAN ANY ONE RAISE THIS POINT.
